The Baltimore Ryan White Part A Program works with Baltimore City and six surrounding counties (Baltimore, Harford, Howard, Carroll, Anne Arundel, and Queen Annes) to provide HIV-related services to more than 10,000 people each year. The program is for those who do not have sufficient health care coverage or financial resources for coping with HIV disease. Ryan White fills gaps in care not covered by insurance. Part A funds may be used to provide core medical and support services for people living with HIV disease. Baltimore EMA funds the following medical services:
The Planning Council sets the service priorities and allocates Part A funds based on the needs of people living with or affected by HIV, with a particular focus on individuals who know their HIV status but are not in care. The Planning Council membership reflects the local epidemic, 33% of members are consumers of Ryan White HIV/AIDS Program services.
Each year the Ryan White Clinical Quality Management (CQM) program conducts chart reviews of Part A funded agencies according to the Greater Baltimore HIV Health Services Planning Council Standards of Care. The fiscal year (FY) 2013 review cycle assessed compliance to the standards of care in the following service categories: Primary Medical Care, Medical Case Management (including Treatment Adherence), Medical Nutrition Therapy, Food Bank (including Emergency Financial Assistance), and Legal.
